Far-Right groups announced their March 29th car rally event from Sandy to Salem a month ahead of the event. People in Salem began planning a counter-demonstration early on. In January, Proud boys assaulted residents in Salem and also damaged a local business near the capital. People began to network and organize the basic essentials of a protest: medics, interpreters, legal observers, evacuation routes, maps, volunteers to monitor right-wing accounts and streams.

Although recent polls indicate that an anti-homosexual measure on the Oregon ballot is headed for defeat, the referendum has produced a sharp increase in recent weeks in harassment and violence, by both sides. The police in Oregon say that in the last month the number of arson fires, vandalism incidents and verbal threats, from both gay rights opponents and those in favor of laws protecting homosexuals, has gone up sharply as the campaign has heated up. Ballot Measure 9 would classify homosexuality as "abnormal, wrong, unnatural and perverse" and would require the state government to be assertive in discouraging homosexuality, teaching that it is a moral offense similar to pedophilia, sadism and masochism. In the last month, the police in Portland say, churches there that support the anti-gay-rights measure as well as churches that are against it have been vandalized. In addition, the windows have been broken on a number of parked cars with Measure 9 stickers on their bumpers, and the police say they have seen a noticeable increase in reports of taunts and phone threats. Both sides have tried to use the escalation in harassment to their political advantage.

Right-wing activists and supporters of President Donald Trump caravanned down highways around the Portland area in support of the president and police, and in opposition to protests in Portland this summer. Later, part of the group broke off to join a Trump rally at the Oregon State Capitol in Salem in the afternoon, which quickly spun off into violence and led to two arrests.
